The Cabinet of Western Australia consists of the Premier and all the Ministers meeting together under the chairmanship of the Premier. Cabinet is an informal association of Ministers and its decisions have no legal force except to the extent that those decisions are put into effect by the individual Ministers concerned. However, there are established conventions which give substance to the institution of Cabinet and which relate to its formal operation. The Cabinet Handbook is designed to assist Ministers and agency officers in understanding the Cabinet process and the preparation of papers for submission to Cabinet.
