Commonwealth Impact Assessment Report 

Carnaby's cockatoo is listed under State and Commonwealth legislation as a threatened species. As part of the consideration of impacts on the species of the development of the Perth and Peel regions to a population of 3.5 million, a population viability analysis was undertaken as a tool to provide information for decision makers on the potential impact of various land uses on Carnaby's cockatoo. It is important to note that the impacts described in the draft report are based on a proposed development footprint available at the time and the population viability analysis does not consider the effects of proposed draft Green Growth Plan's Conservation Program (Action Plan H) on the species, including the establishment and management of new conservation reserves, revegetation initiatives and breeding enhancement programs, or changes to habitat outside of the Strategic Assessment area. The draft report, therefore, does not provide an analysis of the overall outcome on Carnaby's cockatoo of implementing the Perth and Peel Green Growth Plan for 3.5 million.

The population viability analysis was one piece of information that was used in determining the impacts on Carnaby's cockatoo of proposed clearing of native vegetation and pines, which is described in Chapter 15 of the draft EPBC Act Strategic Impact Assessment Report released as part of the Green Growth Plan documents in December 2015. Population viability analyses are abstract models of complex systems and as a consequence have limitations, but all predictions are based on assumptions and are error prone. The value of a population viability analysis is that assumptions and uncertainties are stated, reinforcing the rigour of decision making.  A draft report has been prepared and is undergoing peer review for publication in a scientific journal. This peer review process is important to ensure scientific rigour.
