Departmental Role

Our Vision

The Government's Better Planning: Better Futures: A Framework for the Strategic Management of the Western Australian Public Sector describes a vision and key goals for the Western Australian public sector and guides the priorities for the Department.

The vision is a public sector which provides:

... the best opportunities for current and future generations.

The key goals are:

  • Better Services - Enhancing the quality of life and wellbeing of all people throughout Western Australia by providing high quality, accessible services.
  • Jobs and Economic Development - Creating conditions that foster a strong economy delivering more jobs, opportunities and greater wealth for all Western Australians.
  • Lifestyle and the Environment - Protecting and enhancing the unique Western Australian lifestyle and ensuring sustainable management of the environment.
  • Regional Development - Ensuring that regional Western Australia is strong and vibrant.
  • Governance and Public Sector Improvement - Developing and maintaining a skilled, diverse and ethical public sector serving the Government with consideration of the public interest.

Our Mission

The mission of the Department is to:

Support the Premier and Cabinet in achieving the Government's vision for all Western Australians, through leadership and coordination and the promotion of excellence in the public sector.

Guiding Principles

To achieve its mission the Department will:

  • Promote excellence in government through strategic, high quality and innovative advice and services.
  • Encourage greater whole of government coordination, integration and consistency in policy development and service delivery.
  • Employ flexible and responsive structures, funding and processes to meet the emerging priorities and requirements of the Premier and the Cabinet.
  • Encourage meaningful engagement of the community and stakeholders in developing and implementing policies, programs and services that meet the needs of all Western Australians.
  • Provide fair and timely services to ensure integrity, accountability and openness in decision-making, policy development and service delivery.
  • Promote sustainability in all aspects of its operations and decision making, through considering the social, economic and environmental impact of services and activities.

Our Role

The Department's functions and activities fit into two broad categories:

  • Executive Government: includes those functions and related activities necessary for establishing and maintaining the mechanisms of Executive Government. It includes support for Government participation in the Parliamentary process, Executive Council, Cabinet and the management of senior government boards, committees and State councils as well as the structure and process for decision-making and management of the public sector.
  • Specialist functions: support a range of government policy priorities and special initiatives for which responsibility for implementation has been assigned to this Department. This may include additional portfolios of the Premier, portfolios of other Ministers and major policy initiatives, taskforces and inquiries. In this context, the Department's role includes:
    • Support for the Premier as Head of Government and as Minister for Public Sector Management; State Development; Federal Affairs;
    • Leadership, development and co-ordination of e-government policy, Constitutional Centre programs and other special initiatives, events and projects;
    • Provision of policy and administrative support to the Premier and Ministers in Cabinet;
    • Management of matters of State involving Executive Government, Cabinet, Parliament, protocol and security, and the administration of Members' entitlements;
    • Provision of bureau corporate services to independent agencies within the Premier's portfolio; and
    • Provision of a publishing service to meet the needs of Parliament and Government.
